As a Safety Officer 3,

You are in charge of safety management in the workplace. You will be providing advice, monitoring, reporting and engaging staff in programs that ensure safe practices.

You will be responsible for facilitating compliance with occupational health and safety (OHS) guidelines and must have a detailed understanding of measures to minimize hazards or unhealthy situations in the workplace. You will also be on a constant lookout for violations and will largely focus on prevention which means we need you to be detail-oriented, conscientious and farsighted and ready to act in emergencies.

Some of the things we’d expect you to do are to…

• Ensure that the company is compliant with The Occupational Safety and Health Standards (OSH) requirements

• General safety and health programs:

  • Safety and health hazard identification, risk assessment and control (HIRAC)

  • Medical surveillance

  • First aid and emergency medical services

• Promote the following health domains:

  • Drug-free workplace (RA 9165)

  • Mental health services (RA 11036)

  • Healthy Lifestyle

• Prevention and control of the following health domains:

  • Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (RA 8504)

  • Tuberculosis (EO 187-03)

  • Hepatitis B (DOLE DA 05-2010)

• Complete company or project details

• Composition and duties of the OSH committee

• OSH personnel and facilities

• Safety and health promotion, training and education:

  • Orientation of all workers on OSH

  • Conduct of risk assessment, evaluation, and control

• Conduct of toolbox or safety meetings and job safety analysis

• Accident/incident/illness investigation, recording, and reporting

• Provision and use of PPE, safety signage, and workers’ welfare facilities

• Emergency and disaster preparedness and mandated drills

• Solid waste management system

• Control and management of hazards

• Safety and health promotion, training, and education:

  • Orientation of all works on OSH

  • Conduct risk assessment, evaluation, and control

  • Continuous training on OSH of OSH personnel

  • Work Permit System

• Dust control and management, and regulations on activities such as the building of temporary structures and lifting and operating equipment

• Emergency and disaster preparedness and response plan to include the organization and creation of disaster control groups, business continuity plan, and updating the hazard, risk, and vulnerability assessment

• Prohibited acts and penalties for violations

• Cost of implementing company OSH program

• Compile safety programs.

• Practice, implement and maintain health and safety standards and working techniques.

• Submit necessary reportorial requirements related to occupational health & safety.

• Maintain compliance with all safety regulations.

• Conduct regular staff meetings to share best practice techniques.

• Standardize health and safety in order to remain consistent.

• Identify hazardous waste and dispose of it correctly.

• Promote and implement safety initiatives.

• Compile and maintain relevant registers to ensure compliance.

• Document staff information, minutes of meetings, and reports compiled for management.

• Conducting risk assessment and enforcing preventative measures

• Regularly inspect equipment

• Carries out inspections of workplaces and takes appropriate action to ensure compliance

• Responds to and investigate complaints and concerns from workers/employers and take appropriate action

• Investigates accidents and injuries that occur in the workplace

• Performs prescribed industrial hygiene surveys using technical equipment, evaluates results, and takes appropriate action

• Responsible for the establishment of workplace safety and health committees, and monitoring their performance

• Working knowledge of The Workplace Safety and Health Act and related legislation

• Document your own work according to documents standards

• Establish a cordial and professional relationship with employees

• Clearly communicate, both verbally and in writing when required

• Clearly and helpfully communicate concerns about other people

• Communicate potential solutions and information

• Ensure the status of assigned tasks is regularly reported to supervisors

• Respond constructively when challenged by other people

• Know and comply with the company’s health and safety procedures and directions to ensure duty of care is exercised both in relation to one’s own health and safety and that of colleagues

• Contribute to participative arrangements for the management of occupational health and safety

We would need you to be or have the following…

• Minimum of 3 years experience in this position

• Valid DOLE OSH Practitioner Status or SO3 Certified is a prerequisite

• Valid competency certificates

• Registration as a Health and Safety Officer

• Proficient in all Microsoft Applications

• Ability to develop, implement and coordinate comprehensive fire & life safety accident prevention programmes

• Ability to lead and direct teams (ERT) and safety committees (‘Loss & Crisis Committee’)

• Advanced knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts, and commissions. Conducts advanced financial analysis.

• Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.

• Decisions are made with a thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines. Responsible for setting work unit and/or project deadlines. Errors in judgment may cause short-term impacts on the department.
