International Consultant Opportunity: 12-month Consultancy in Monitoring and Evaluation

Location: Remote, home-based.
Consultant is expected to be available at least four business days per week between the hours of 14:00 and 17:00 CET to ensure availability for meetings and communications with colleagues across five continents.
One For All is seeking a consultant who will work 150-180 days over a 12-month period to support the implementation of its Results Framework in nearly 20 countries of engagement. Days are expected to be utilized consistently (+-20%) across the course of 12 months excluding holidays. Some flexibility is possible upon discussion with supervisor. This consultancy includes: developing new monitoring and process tools, providing global training on tools, strengthening monitoring indicators, developing documentation of monitoring indicators, developing documentation of processes and procedures, and other monitoring and evaluation activities as requested.

Background
Member organizations of One For All have a jointly-developed strategy for our water, sanitation, and hygiene (WASH) systems change work at local, national, and global levels: Destination 2030. The Destination 2030 Results Framework contains indicators for each level of our work (local, national, global and landscape).
Our aim is to ensure robust implementation of our monitoring framework, to ensure we can hold ourselves accountable, provide quality information to WASH stakeholders, and share progress and challenges publicly for the purpose of influence and research. While some of the Destination 2030 monitoring indicators have been utilized previously by one or more alliance members, others are new to one or all members.
As such, we are seeking a monitoring expert to help alliance members apply the Results Framework by developing monitoring tools, developing and providing trainings, documenting processes, and helping to ensure successful implementation of the entire framework.
Objective of the consultancy
Support and lead activities to ensure that One For All members have the required knowledge, capacity, documented processes, and tools to effectively implement and report on the Destination 2030 results framework by the end of a one-year time period.
Consultant will be responsible for carrying out the following activities in close collaboration with the Monitoring leads of the alliance organizations:
Develop reporting tools with methodological guidance for each monitoring indicator if/where it does not already exist (most do not yet exist but an indicator matrix, including definitions and indicative methodology, is finalized).
Support creation and write-up of quality assurance and quality control procedures for select indicators.
Transform existing materials into an e-learning course to serve as replicable training on the framework for alliance members. Write, revise with input, and develop the modules using IRC’s WASH Systems Academy e-learning platform (administrative and technical support provided by IRC). Roll out course and improve materials using feedback received.
Transform a draft local and national finance tracking methodology into a useable tool for country programmes; develop documentation and training for these tools and support 2-5 countries to conduct a baseline.
Develop analytical and aggregation methods and tools for regional and global analysis. This includes data visualization or proposed graphics for communicating results (e.g. Sankey diagrams, multi-indicator charts, etc).
Provide trainings and on-demand support for alliance staff members on the results framework, generally and for specific indicators, tools and methods.
Assess alliance staff capacity and propose process improvements to ensure uptake and mastery by key staff members (e.g. monitoring and evaluation officers, regional advisors, etc).
Contribute to reports or special research studies on specific aspects of the results framework, such as finance, gender and inclusion, service delivery assessments, or others.
Support data collection to complete baseline and/or the second data point for each indicator, to form the basis for a 2023 Annual Report.
Attend or lead meetings, document meetings notes, and plan meetings.
Additional tasks or projects that emerge throughout the year, time permitting.
Outputs:
Compiled set of data collection and processing tools
WASH academy training course developed and rolled out with at least six modules
Training products on specific tools or processes
Brief report on staff capacity assessment review
Documentation of methods and processes for specific indicators
Training and capacity building sessions completed with brief summary report including list of attendees and objectives achieved
Documentation of quality assurance and control methods for specific indicators
Existing Results Framework and indicator matrix is updated to link to tools and documentation developed above. All indicators have data collection and analysis tools
2023 learning retreat and Annual report (consultant will contribute specific data or analysis)
Required skills and experience
Minimum of 5 – years’ experience in advanced data analysis using Excel and experience in Microsoft Powersuite such as Power Query, Power BI and others. Experience with Dataverse, SharePoint databases are an advantage. During this first year of implementation, we expect to use Excel/Power BI based tools with the possibility to develop an SQL or other data management system in the future.
10+ year of experience working in monitoring and data analysis including development of new tools and data analysis of complex data sets.
Strong quantitative data analysis skills, ability to work with large data sets and merges using the tools of your choosing (e.g. R, Power Query, Power BI, Stata, etc.).
Good knowledge of global water, sanitation, and hygiene indicators and databases (e.g. JMP, GLAAS), and strong understanding of the methodologies used in areas such as finance tracking, service level monitoring, and systems strength monitoring.
Experience with qualitative methods such as outcome harvesting, qualitative indices, or others.
Demonstrated ability to develop and lead technical trainings for diverse audiences.
Good data visualization skills and ability to communicate complex information through graphics (e.g. strategic combination of multiple indicators, etc) to diverse audiences.
A track-record of quality consulting or short monitoring assignments.
Good writing skills with proven ability to write concise documents that communicate technical information to diverse non-scientific audiences.
Strong working knowledge of English, knowledge of Spanish or French a plus. Willingness to work with translators is a must.
Ability to work across many cultures in a respectful and effective manner, horizontal management skills and ability to generate buy-in from colleagues.
Experience working in water, sanitation, and/or hygiene governance and systems strengthening, especially multi-country projects or experiences.
At least a master’s degree (with thesis).
Is a motivated self-starter with proven ability to keep to deadlines.
Timeline
This consultancy will start June 2023 and run through May 2024.
Details of the consultancy
This assignment can be fully remote, though occasionally, travel to provide in-person training or mentoring may be requested, and if so, will be paid for by the hiring organization.
Reporting Structure
The consultant will report to the Lead of the Strategic Accountability Team for the alliance or his/her designee. Leadership is subject to change during the duration of this contract.
Payment
Consultant will submit monthly invoices based on time spent (days) for review by the manager. If approved, payment in USD or Euros will be sent via wire transfer within 30 days. A proposed rate, in either USD or Euros, should be submitted with application materials.
